Professor Ir. Dr. Mohd Shahir Liew 

Vice-Provost of Research and Knowledge Exchange, UNM 

Professor Ir. Dr. Mohd Shahir Liew is a distinguished engineer, innovator, entrepreneur and academic leader. He earned his PhD in 1988 in Texas and spent over two decades as a consulting engineer, contributing to offshore, high-rise, infrastructure projects  and capital projects across the USA, Malaysia and the Asian Countries. After 23 years in industry, he transitioned to academia in 2009 and remains active in the field today.

A registered professional engineer in both the USA and Malaysia, a Chartered Engineer in the UK and also a Fellow of Energy Institute UK, Professor Shahir transitioned to academia in 2009. He joined Universiti Teknologi PETRONAS (UTP) that same year and was appointed Deputy Vice Chancellor (Research) in 2017. After spending 14 years with UTP and PETRONAS research, he joined the University of Nottingham Malaysia at the end of 2023 as the Vice Provost of Research and Knowledge Exchange. 

He was a Senior Visiting Senior Fellow at the ISEAS-Yusof Ishak Institute from March 2023 to September 2023 and an Associate Fellow from October to December 2023.

Tan Sri Dr. Mazlan Othman

Executive Director, Tropical Science Foundation

Dr. Mazlan Othman is a Malaysian astrophysicist who became the country's first in the field of space science. Dr. Mazlan twice served as Director of the United Nations Office for Outer Space Affairs (UNOOSA) from 1999 to 2002 and 2007 to 2013. In between, she was the founding Director General of Angkasa, the Malaysian National Space Agency.

Dr. Mazlan studied Physics at the University of Otago in Dunedin, New Zealand where she was the first woman awarded a doctorate in the nearly 120 years since the university's founding. Later in her career, Dr. Mazlan served as Project Director for Mega Science 3.0 at the Academy of Sciences Malaysia from 2014 to 2016, and as Director of the International Science Council's Regional Office for Asia and the Pacific from 2017 to 2021.

Professor Dato’ Dr. Zakaria Ahmad

Deputy Vice-Chancellor (Research), HELP University 

Professor Dato' Dr. Zakaria Ahmad (“Zack”) is Pro-Chancellor at the HELP University, Kuala Lumpur, Malaysia.

Concurrently, he is also the Distinguished Fellow of the Malaysian Armed Forces Defence College (MPAT) and the Malaysian Institute of Diplomacy and Foreign Relations (IDFR).

He received his Bachelor of Social Sciences (Hons) from the University of Singapore in 1970, his MA from McMaster University in 1971 and his PhD in Political Science from the Massachusetts Institute of Technology in 1977.

Professor Zakaria has taught at the University of Malaya, the Science University of Malaysia, the National University of Singapore, the Universiti Kebangsaan Malaysia (UKM) and at the University of Ohio (where he held the Tun Abdul Razak Chair, 2000-2003). At UKM, he was Dean of Social Sciences and had also headed Political Science and Strategic Studies.

Dr. Ong Kian Ming

Former Deputy Minister of Investment, Trade and Industry (MITI), Adjunct Professor, Taylor’s University 

Dr. Ong Kian Ming is currently the Executive Director of RGE Malaysia. RGE is a diversified resources-based manufacturing and management group headquartered in Singapore. He is also an Adjunct Professor at Taylor’s University, Malaysia. Previously, he held the roles of Pro Vice-Chancellor for External Engagement and Programme Director for Philosophy, Politics & Economics (PPE) at Taylor's University.

He was Senior Adviser to Global Counsel, an international advisory firm with offices in five countries.

Since August 2023, he has been a member of the Board of Directors of the Malaysian Investment Development Authority (MIDA). He has also been an adviser for the Malaysia China Chamber of Commerce from 2023 until now.

For two years from January 2024 to December 2025, Dr. Ong served as an adviser for the Federation of Malaysian Manufacturers (FMM).

Additionally, he has been a member of the Danish Chamber of Commerce (DANCHAM) since 2023. He was appointed as a member of the CEREBRUM council, a think tank started by Johor Corporation (JCORP).

He was a Senior Visiting Senior Fellow at the ISEAS-Yusof Ishak Institute from March 2023 to September 2023 and an Associate Fellow from October to December 2023.

Dr. Jasmine Begum

Regional Director, Legal & Government Affairs, ASEAN & New Markets, Microsoft 

 

Dr. Jasmine Begum leads Microsoft’s Corporate External and Legal Affairs for ASEAN, addressing issues at the intersection of technology, policy, and society. She also serves as Chairperson of MIMOS Berhad, Malaysia’s national applied R&D centre, where she advances national priorities in innovation and digital transformation. She also advises regional Digital Economy Agencies on innovation, regulation, and inclusive growth.

She was recently recognised as one of the 30 Most Influential Women in Tech in Asia (2025) and was the first Malaysian appointed to the UN’s Internet Governance Forum (IGF) Multistakeholder Advisory Group. Dr. Begum previously served in the United Nations Executive Office of the Secretary-General in New York and held leadership roles at Dell and UNDP.

 With over 30 years of experience, she brings deep expertise in legal, policy, geostrategy, and geoeconomics, is admitted to practice law in multiple jurisdictions, and holds a PhD in Business and Human Rights. She is also an Adjunct Professor at several universities across the region.

Dr. Hezri Adnan

Senior Adviser on Sustainable Development, United Nations Development Programme (UNDP) 

Dr. Hezri Adnan is a sustainability practitioner and adviser with expertise spanning policy research, public administration, and the corporate sector. He currently serves as Senior Adviser on Sustainable Development at the United Nations Development Programme Malaysia, Singapore and Brunei.

He previously held leadership positions, including Chief Executive Officer of the Langkawi Development Authority (LADA), Executive Director of the Malaysian Institute of Economic Research (MIER), Director of Group Sustainability at Bursa Malaysia Berhad, and Independent Adviser to Petronas Chemicals Group Berhad. He also served as Cleared Adviser to the Malaysian Ministry of International Trade and Industry and sat on the Techno-Economics Committee of the Malaysian Palm Oil Board.

Specialising in sustainable development since 1997, Dr. Hezri focuses on green economy policies and natural resource management. He earned his PhD in Public Policy from the Australian National University in 2006. From 2015 to 2018, he served on the United Nations International Resource Panel, addressing global resource scarcity and efficiency. He is currently a Trustee of WWF Malaysia.

Dr. Hezri's academic contributions include appointments as Distinguished Fellow at the Institute of Strategic and International Studies (ISIS) Malaysia, Adjunct Professor at Universiti Tenaga Nasional and Universiti Malaya, and Visiting Scholar at Kyoto University.

Mr. Steven Thiru

President, Commonwealth Law Association and Former President, Malaysian Bar

Steven Thiru is the Managing Partner of Messrs. Steven Thiru in Kuala Lumpur, Malaysia.  He is a senior litigation lawyer and has been in practice for more than 30 years.  His main areas of practice are General Litigation, Contract and Tort, Constitutional & Administrative Law, Corporate Law, Employment Law, Energy Law, and Native Title Law.

Mr. Thiru read law at the University of Leicester and graduated (LL. B (Hons)) in 1990.  He was admitted to the Bar of England and Wales at Middle Temple in 1991 and was admitted as an advocate and solicitor of the High Court of Malaya in 1992. Steven also holds a Master of Law (LL.M) degree from the University of Malaya (2000).

Mr. Thiru was the 31st President of the Malaysian Bar from 2015 to 2017. He is currently the President of the Commonwealth Lawyers Association and Vice President of LAWASIA.

Ms. Shahnaz Al-Sadat Abdul Mohsein

Managing Director, SAM Education and Chairperson, LeapEd Services  

Ms. Shahnaz is an independent advocate and promoter of education, talent development, and social enterprising reforms in the interest of Malaysia and community at large. She has been an active social entrepreneur in Malaysia for more than 15 years and is backed by 20 years of extensive corporate experience and network.

Her expertise is in effective and efficient implementation of intended policies and strategic objectives. It is through this lens that she hopes to contribute to the development of AIPE.

Ms. Shahnaz holds a LLB (Hons.) degree from the University of Nottingham, United Kingdom and MBA from IMD, Lausanne, Switzerland. She is also a Certified Public Accountant (CPA) and a Certified Internal Auditor (CIA).

Professor Joanne Lim

Dean, Faculty of Arts & Social Sciences (FASS), UNM

Professor Joanne Lim is Dean of the Faculty of Arts and Social Sciences at the University of Nottingham Malaysia, where she is also Professor of Digital Media, Communications and Cultural Studies. Her work focuses on the social, cultural, and policy dimensions of digital media and emerging technologies, particularly in relation to AI, health communication, public engagement, and participatory governance in Southeast Asia.

She has led and contributed to interdisciplinary research and strategic initiatives that connect academic inquiry with real-world challenges. Her work brings together research, leadership, and public-facing engagement across education, digital transformation, and social innovation. She is the author of Digital Media Interventions in Southeast Asia (2025), Palgrave Macmillan.

Professor Steve Janssen

Dean, Faculty of Science & Engineering (FOSE), UNM

After obtaining his PhD in Psychology from the University of Amsterdam (the Netherlands), Professor Steve Janssen held postdoctoral research positions at Duke University (USA), Hokkaido University (Japan), and Flinders University (Australia). During this time, he investigated the lifespan distribution, cultural variation, and functions of autobiographical memory.

In 2015, Professor Janssen joined the School of Psychology at the University of Nottingham Malaysia, where he continued his research on autobiographical memory. He has published more than 80 peer-reviewed articles in international journals and served as Associate Editor of Applied Cognitive Psychology (2017–2023), as well as on the editorial boards of Time & Society and Memory & Cognition.

He was promoted to full professor in 2020 and became Head of School later that year. Five years later, he was appointed Dean of the Faculty of Science and Engineering.

Dr. Benjamin Barton

Head, School of Politics, International Relations & Economics (SPIRE), UNM

Dr Benjamin Barton currently heads the School of Politics, International Relations & Economics (SPIRE) at the University of Nottingham Malaysia (UNM), where he also serves as an Associate Professor in International Relations.

Dr. Barton teaches and conducts research in the fields of Chinese foreign and security policy, with an emphasis on Chinese economic statecraft. His most recent monograph in particular, The Doraleh Disputes: Infrastructure Politics in the Global South (Singapore: Palgrave), published in 2022, explores these topics in the context of the roll-out the Belt-and-Road Initiative (BRI).

Dr. Tricia Yeoh

Director, Asian Institute for Policy and Engagement, UNM

Dr Tricia Yeoh is Associate Professor of Practice at the University of Nottingham Malaysia’s School of Politics, International Relations and Economics (SPIRE). She is Director of the Asian Institute for Policy and Engagement at the University of Nottingham Malaysia.

She is also Senior Fellow at the Asia Pacific Foundation of Canada and Senior Visiting Fellow at ISEAS-Yusof Ishak Institute in Singapore. She sits on the World Bank’s Advisory Committee on the Worldwide Governance Indicators (WGI) project. She is former CEO of the Institute for Democracy and Economic Affairs (IDEAS) Malaysia. Dr Yeoh holds a PhD in Political Science from the School of Politics, History and International Relations at the University of Nottingham Malaysia.
